Additionally, 97.8% of the 19,024 fines issued in the first quarter under base provisions were decided, a 38.3% reduction from the same quarter in 2022. Of these, 22,283 were decided and 151,583 remain ongoing, reflecting a 24.6% decrease in ongoing cases (CGPJ figures).

In cases where landlords are natural persons, non-profit organizations, or public institutions owning collective housing, 629 petitions were filed with the judiciary in early 2023, down 15% from the previous year, particularly regarding verbal possession actions related to alleged illegal occupancy of residences (CGPJ records).
