In a government session, Russian Prime Minister Mikhail Mishustin announced that regional authorities will set the rules for how much families can spend on housing and communal services themselves, within a maximum share framework. The official update was reported by TASS, noting that the necessary resolution had already been signed.

The prime minister emphasized that regional governments will have the authority to independently determine the criteria that define the upper limit of citizens’ expenditures on rental services. This approach places the decision-making power closer to the people affected, allowing for more nuanced and locally appropriate criteria that reflect real conditions in each area.

According to Mishustin, regional administrations are better placed to understand the specific economic situation of their regions and the income levels of local families. This insight enables targeted support, reducing blanket measures in favor of tailored assistance that matches actual needs.

Earlier reports from Kommersant indicated a notable divergence in procurement activity across Russia, with elevator purchases showing significant regional variation. The publication noted that the country as a whole had seen a rise in elevator acquisitions, with the Nizhny Novgorod region accounting for nearly half of all purchases since the start of 2023, totaling around 2.3 thousand units. This regional concentration reflects differing priorities and budgetary capacities across authorities, as well as the ongoing efforts to modernize infrastructure in specific municipalities.
