Werner Vargas, born in 1972 in Managua, Nicaragua, serves as the Secretary General of the Central American Integration System (SICA), a political bloc comprised of eight member nations: Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, the Dominican Republic, and Belize. Recently, Vargas undertook a European tour with a stop in Spain to discuss opportunities for cooperation and investment in the region.
