Public Service Methodology for Educational Institutions: A Collaborative Initiative

In a joint effort,Dialog and the Russian Ministry of Education are shaping a public service methodology intended to guide educational institutions. Andrey Tsepelev, Deputy Director General of ANO Dialogue Regions, announced this initiative during the Dialogue Expert Council meeting, underscoring a strategic move to elevate how schools and kindergartens present themselves online.

The event highlighted the importance of refining official pages for educational organizations. Participants identified persistent challenges and outlined actionable solutions. The plan emphasizes empowering school leaders and crafting engaging, meaningful content that resonates with communities across Russia, with an eye toward applicability beyond national borders.

Rotorwith Tsepelev noted that the recommendations will drive a series of training sessions conducted by Regional Management Centers and Dialogue departments in collaboration with the ministries of education. These seminars will target administrators of public schools and kindergartens, ensuring a broad reach to uplift the online presence of educational institutions countrywide.

Alexander Bugaeva, Russia’s First Deputy Minister of Education, stressed that maintaining state owned public pages is a critical tool for positioning the school and its educational programs on the Internet. He described these pages as a powerful channel for conveying a positive and educational agenda to diverse audiences, including families, students, and educators.

Social networks are viewed as a gateway to a safer, more constructive online environment for school communities. The approach goes beyond simply publishing official information; it invites creativity and active involvement from young people and teachers, creating a dialogue that strengthens trust and transparency in educational institutions.

VK reports that the number of official pages designated as state organizations in the education sector has surpassed 64 thousand. VK Vice President of Strategic Projects Rustam Khaibullov explained that these communities are continuously tuned to reflect the evolving needs and interests of users, ensuring relevance and accessibility across platforms.

As VK representatives emphasize, every administrator should recognize the values and potential of the public sector in education. The platform offers a toolkit of engagement features — polls, short clips, videos and direct live interactions — to make content in the community more interesting and informative for viewers. This supports proactive communication that aligns with the expectations of students, parents, and educators alike, enabling a healthier digital ecosystem and stronger educational outcomes.
