Overview of Public Policy Evaluation and Resource Alignment

The objective is to enhance the effectiveness and efficiency of public administration by analyzing, evaluating, and monitoring the policies of Consell. The approach prioritizes or redirects public resources toward specific, results-driven actions aimed at mitigating the health, economic, and social emergencies currently faced. This strategy seeks to ensure that every intervention contributes measurable benefits for the communities in the Valencian Community and beyond.

In line with these priorities, the Generalitat commits to allocating a total of 90,000 euros, with 30,000 euros designated for each participating university. The funding supports evaluation research on projects that can absorb European funds through competitive procedures and demonstrate a substantial impact on activity levels and employment opportunities within the region.

specific actions

One notable agreement with the University of Alicante channels research efforts toward developing new approaches and models that assess the impact of the Vega Renhace Plan on its stated goals, including environmental objectives. This focus ensures that the plan’s environmental benefits are quantified and aligned with broader sustainability targets, providing a clear basis for ongoing policy refinement.

The collaboration with the Universitat Jaume I de Castelló encompasses actions within the Reactive Plan, supporting energy-intensive industry in Valencia. The aim is to design policy measures that help reduce inflation pressures, assist firms most affected by the energy crisis, and promote energy efficiency, savings, and energy autonomy across the regional economy.

Under the agreement with the Polytechnic University of Valencia, the emphasis lies on measuring the impact of the Alcem-nos Plan through automated analysis of information services, particularly the regional and local government websites serving the Valencian Community. This objective enables continuous monitoring of digital public services and their effectiveness in delivering timely guidance and support to citizens and businesses.

Additionally, the research and knowledge transfer activities will address the design, analysis, and evaluation of agreements to ensure their meaningful contribution to achieving the agreements’ purposes. The aim is to support the deployment of instruments that meaningfully influence the economic and social recovery of the Valencian Community through informed, evidence-based policy actions.

There is also a commitment to organizing public days, conferences, and seminars, along with research activities and university outreach that promote a culture of public policy evaluation across the Valencian Community. These events are intended to foster dialogue among policymakers, academics, practitioners, and community stakeholders, enriching the policymaking process with diverse perspectives and real-world insights.

Likewise, the process will yield recommendations for improving indicators and information systems related to the performance and impact of public policies. The goal is to establish robust metrics and transparent reporting that enable ongoing accountability and continuous improvement in service delivery to residents and businesses within the region.
