Oleg Kozhemyako, the governor of Primorsky Region, announced that authorities have declared a regional state of emergency. The news was conveyed through his telegraph channel as officials mobilize response measures to the unfolding crisis.

The governor stressed that the scale of the damage from the disaster has overwhelmed local municipal resources, prompting an escalation of efforts to aid flood-affected populations during regional emergencies. He noted that additional support would be deployed to protect communities facing disruption and danger from rising water levels and related hazards.

He also highlighted a detailed briefing with Anatoly Elizarov, the Director of the Operational Management Department of the Ministry of Emergencies of Russia, to align actions and assess the evolving situation on the ground and in regional emergency centers.

Earlier, the main department of the Ministry of Emergencies of Russia for Primorsky Krai reported that in Ussuriysk city district, Nadezhdinsky district, and Oktyabrsky district, 1821 residential homes, including multi-apartment buildings and detached houses, experienced electricity outages due to flooding.

As of August 14, the Main Directorate for Primorsky Territory noted more than 2.5 thousand residents had been evacuated from flooded homes. The ministry added that 448 people, including 114 children, were accommodated in 12 temporary centers across the region, where relief efforts focused on shelter, food, and basic medical assistance.

A separate safety incident involved a tiger attacking a pet dog in the village of Razdolnoye, prompting advisories to residents and heightened patrols as authorities assess safety around flooded and affected zones. [Source attribution: Primorsky Krai Emergency Situations Service]”
