He lived in an apartment in Guadalajara with his wife and children. He rarely left the house and did not have a job. He appeared retired, but the Peruvian police officer Luis Alberto Mío Moracho is accused of ten murders in his country. According to Prensa Ibérica reports and the OPEN CASE program, agents from Spain’s Fugitive Unit arrested him as he exited his hiding place.

The justice system in Peru accuses Mío Moracho of belonging to the Death Squads, a group within the police that allegedly incited crime and used extrajudicial killings to solve crimes, gaining prestige and promotions in the process. In Peru he is sometimes described as a Trojan horse who wielded power while orchestrating violent acts. The group is tied to more than twenty murders or extrajudicial executions.

Authorities in Peru say the officer was connected to ten of these crimes between 2013 and 2014.

Interpol issued a red notice describing him as a very dangerous fugitive. The notice was retained in Spain, and investigators faced questions about how the dangerous Peruvian police officer arrived in Spain. They followed clues that eventually led them to Guadalajara, where the couple was traced to a residence in the city. Investigators focused on the area while pursuing leads that remained elusive, maintaining the search for the exact whereabouts of the suspects within the state of Guadalajara.

Spanish police ultimately located Mío Moracho and his family in an apartment in the capital city. He was arrested as he was leaving his home on September 29. He told the officers that they had found the wrong man, but later, under questioning, he denied intending to return to Peru and reportedly expressed fear of being extradited. He remains in a Spanish jail while the case proceeds, awaiting further developments in the ongoing investigation.
