Moscow Officials Outline Conscription Preparations and Industry Coordination

Back in September 2022, the General Staff of the Russian Armed Forces affirmed that conscripts would not participate in a special operation in Ukraine, reiterating limits on how call-ups would be deployed within the country’s strategic military goals.

Earlier, the Ministry of Industry and Trade of Russia had transmitted a roster of military-age workers deemed essential to the defense sector, intended to be held for possible postponement from the spring draft via the Defense Ministry. This move reflected the government’s attempt to balance industrial needs with broader mobilization plans during a period of heightened security considerations.

The ministry later announced that the approach to compiling a list of citizens subject to reservations would be refined to better align the interests of the Ministry of Defense with those of the defense-industrial complex, ensuring that staffing decisions support both national security priorities and the functioning of critical industries.
