According to the TV outlet, officials from the regional acquisition center delivered the subpoenas to the council during a formal gathering that followed the death of a local soldier. Why the timing mattered: the military registration and enlistment office staff were present at the ceremony but were not initially focused on individuals in military uniform, as the event was sombre and personal in nature. The plan was to distribute ten subpoenas in total; however, three MPs were absent that day, resulting in seven subpoenas being served.
