In Kaspiysk, a two-year-old girl was rescued after she leaned out from a ninth-floor window sill on Khalilov Street. The incident was officially announced via the telegraph channel of the Ministry of Internal Affairs for Dagestan.
The emergency unfolded around 5:00 am on August 14. Passersby who had gone to the beach noticed the child near the window and immediately alerted the police. Eyewitnesses described a tense scene as the little girl clung to the edge, prompting swift action from responders.
When law enforcement officers arrived at the scene, they began urgent efforts to reach the child. They took careful steps to approach the apartment and began knocking on the door to gain access without startling the child or causing panic inside the apartment. The decision was made to force entry only after it became clear that a safe window-side rescue was necessary to prevent a fall.
The rescue operation required coordination between police and residents, who grouped into two teams. One team focused on opening the door without frightening the child, while the other team positioned thick blankets on the ground beneath the window to cushion any possible fall and provide a safer landing area if needed.
During the tense moments, it was determined that the girl’s older sister was at home but initially hesitant to unlock the door. After reassuring the sister and establishing a plan, the attendants encouraged the sister to allow access for rescuers. Once they could enter, the responders proceeded to secure the scene and bring the child to safety.
Authorities have opened an investigation into the incident to determine the sequence of events leading up to the emergency and to review the response process for future improvements.
Earlier reports from the Volga region have highlighted similar moments where residents assisted children stranded at risky heights from dormitory windows. In Saratov, a series of alarms and emergency responses involved a child repeatedly calling for help, underscoring the ongoing vigilance of local communities during such crises.
These events emphasize the importance of window safety in multi-story buildings and the rapid coordination between bystanders and emergency services. They also reflect the community’s readiness to act in dangerous situations to protect a child’s life.
