Investigation Mounts Over Safe City Research Budget Spending

The Main Military Prosecutor’s Office of Russia has identified signs of misappropriation in the spending of budget funds designated for research work tied to the Safe City system, with the Rostec National Informatics Center (NCI) serving as the principal executor. This detail is reported by RBC, citing informed sources.

The review reportedly began in September 2022, initiated at the behest of Daniil Martynov, an advisor to the Minister of Emergency Situations. Until 2023, oversight of the Safe City project was handled by First Deputy Minister of Emergency Situations Alexander Chupriyan, who was dismissed from his duties in March of that year.

In November, the Department for Supervision of Anti-Corruption Legislation within the Military Prosecutor General’s Office forwarded materials to prompt an audit of budget expenditures to the Military Investigation Department of the Moscow Investigative Committee.

The work under scrutiny began in 2020, guided by directives from the Ministry of Emergency Situations. NCI personnel and several scientific institutions, acting on behalf of former Deputy Prime Minister Yuri Borisov, developed new technical and legal standards for the Safe City project, including a proposed federal regulatory law.

The prosecutor’s office identified indicators of especially large-scale fraud in the execution of scientific research activities. The estimated damage is around 620 million rubles, with a source close to the publication noting that most of this sum was allocated to scientific research and development efforts.

Earlier, a State Duma deputy, Maxim Ivanov, stated that the Prosecutor’s Office of Russia had tasked the military prosecutor’s office with a joint group focused on issues concerning the personnel of troops within this association.
