The man who carried out an armed assault on a woman he did not know and stabbed his grandmother 41 times was declared insane by the authorities. Experts noted that he may not be fully aware of the true nature and public danger of his actions. This assessment was reported by the press office of the investigative committee for the Voronezh region.
On December 3, 2022, a 27-year-old resident of the Tyumen region attacked a 30-year-old local woman with a knife in the village of Ramon. The assailant did not know the victim beforehand. The woman sustained at least 12 blows to the head and neck, collapsed, and lost consciousness. Believing she was dead, the attacker fled. A passerby later found the woman and called for medical help. Despite the severe injuries, the local resident survived.
Later that same day, the same man stabbed his grandmother in at least 41 places on the face, neck, and chest with a kitchen knife. The elderly woman died from severe neck wounds.
A forensic psychological and psychiatric commission concluded that the attacker suffers from a chronic mental disorder. During the armed assaults, he failed to realize and control the true nature and social danger of his actions. Experts stated that he required mandatory treatment and careful observation.
Investigators have completed the criminal case against the accused. He stands charged with acts committed while of unsound mind, specifically the attempted murder of two people and the murder of another. The case has been sent to the court for the application of a compulsory medical measure.
Earlier reports indicated that an individual in a different incident had pushed his mother from a fourth floor window. That case resulted in no punishment and involved the person having already been declared insane and under compulsory treatment. The new charges in Voronezh reflect a similar concern about mental health and public safety, as assessed by the authorities and medical experts.
