After weeks of mounting uncertainty, the Imserso 2023-24 program will begin with a slight delay, but without the major holdbacks feared by many. The Central Contract Appeals Tribunal, known as TCRC, issued three separate rulings that lift the suspension on the program launch that had been paused last week. The decisions rejected objections raised by Mundiplan, which operates as a joint venture with Iberia, Alsa, and LG7; Soltour, part of Grupo Piñero; and Seniorplan 2.0, a joint venture between Nautalia and Autocares Vera. The aim was to guarantee an orderly rollout of the program and assure the public that the plan would proceed with defined shares of public enterprise.
In particular, the court’s three rulings allowed Avoris, which functions as the travel division of the Barceló group, to move forward with the comprehensive development of the program. The administration is expected to begin in the coming weeks. The plan includes almost 900,000 places, with 886,269 in total, and half of those allocations belong to batch 1, which covers the coastal zone and includes participants from the Valencian Community.
No major delays are anticipated. The tribunal’s decisions remove the looming threat of postponements that had unsettled many stakeholders in the Valencian tourism market. Local hoteliers feared that operations could stall until early next year, a risk cited by the Hosbec hotel association as potentially affecting more than fifty hotels in the Valencian Community and surrounding areas. The program is designed to sustain roughly 3,000 direct jobs and about 10,000 indirect roles in the economy.
Since the rulings, several applicants who had contested the program announcements can still seek relief through the appropriate legal channels. They may file a contested-administrative appeal before the Contested-administrative Chamber of the National Court, within two months from the notification date of the decision. This provides a defined path for reconsideration while the program continues toward implementation, with the aim of preserving employment and ensuring a stable tourism offering for residents and visitors alike.
