The Council of Ministers has approved, at the request of the Ministry of Housing, the transfer of 430 million euros to the autonomous communities. These funds, allocated for rehabilitation, were agreed at the Sectoral Conference with the various regions last January. Overall, the department has placed at the disposal of regional bodies a total of 4,000 million euros, drawn from the Recovery, Transformation and Resilience Plan (RTRP). This plan mobilizes 10,820 million euros in the housing sector through transfers to different administrations and loans intended for the promotion of social housing.
The access to housing remains a central concern for citizens. The distribution of the 430 million follows the same criteria used so far, based on the number of households in each autonomous community according to data from the National Institute of Statistics. Andalusia, Catalonia, the Community of Madrid, and the Community of Valencia are the regions receiving the largest allocations, at 74, 69, 60, and 46 million euros respectively. The funds will support improvements such as window replacements, upgrades to heating and cooling systems, and enhanced accessibility—one of the primary demands of seniors and people with disabilities, according to Isabel Rodríguez, the Minister of Housing and Urban Agenda, during the press conference following the Council of Ministers meeting.
The Ministry of Housing has also introduced new safeguards for regions that have already received funds. Before December 31, 2024, regional governments must have resolved or completed at least half of their requests. The aim is that, starting January 1, 2025, any funds that a community has not managed to execute can be redistributed to faster-working regions. This approach is intended to complete the commitment with the European Commission, Rodríguez explained.
Construction of 3,200 new homes
In addition to the new line of funds dedicated to rehabilitating the housing stock, the Ministry of Housing will sign 44 agreements with autonomous communities this afternoon to construct 3,233 new homes in 73 municipalities across 10 regions. These projects are funded by theRTRP with 1,000 million euros earmarked for affordable-rent housing. The ministry’s objective was to build 20,000 homes by 2026, and with the agreements set to be signed today, the target will be exceeded, reaching nearly 25,000 homes in various stages—convened, under construction, or already delivered, according to the housing minister.
