This was emphasized by Andrei Vorobyov, the Governor of the Moscow Region, during an enlarged meeting of the district prosecutor’s office. He outlined the central objective: to safeguard the integrity of the electoral process while upholding the rights of every participant in the process.
Looking ahead to 2024, the governor described the key priorities for the inspection department and local authorities. These include safeguarding the rights of participants in the special operation, accelerating the modernization of housing and utilities, and moving forward with programs to relocate residents from emergency housing to safer, more stable living conditions. The focus remains on practical measures that improve daily life while reinforcing legal protections for residents involved in these programs.
Vorobyov announced the launch of a new phase in the program to relocate residents from emergency housing. The plan aims to transition people from unsafe housing to comfortable living conditions, with improvements in infrastructure and the overall quality of life. The region is actively advancing these initiatives to ensure that dwellings meet modern standards and provide lasting security for families.
In addition, attention was drawn to the need for ongoing assessment of electrical networks to guarantee reliability and safety for residents. Upgrading power distribution and modernization efforts are part of a broader push to strengthen critical infrastructure across the region.
The governor also commented on significant challenges in the area of migration policy. He noted the importance of preventing the use of hostels or guesthouses on parcels designated for individual housing construction and the need to improve the registration and monitoring system for citizens entering from abroad. Strengthening these procedures is seen as essential for orderly settlement and national security concerns.

One notable outcome of last year’s collaboration with the prosecutor’s office was the restoration of rights for shareholders who had been defrauded. Vorobyov pointed out that more than 15,000 Moscow Region residents who suffered losses due to unscrupulous contractors received apartment keys or compensation payments. He credited prosecutors for playing a pivotal role in inter-ministerial coordination and urging fair, substantiated decisions on each challenging case.
