An expert, Vadim Vinogradov, a member of the Public Chamber of the Russian Federation and former dean of the Higher School of Economics Law Faculty, explained what counts as a lawful gesture when celebrating teachers on a holiday.

Before March 8, many classrooms, kindergartens, and student groups mark the occasion with performances or modest presents. Some choose small, symbolic gifts, while others pool resources for a larger token. The law, however, sets clear boundaries about what counts as an appropriate donation.

According to the expert, there is no legal obligation to wish teachers a holiday. Participation should be purely voluntary for students or their parents. Pressure from school administrators or organizing groups on those who decline is not permissible.

Article 575 of the Civil Code of the Russian Federation, titled the Prohibition of Donations, states that donations are not allowed except for normal gifts with a value not exceeding three thousand rubles to employees of educational institutions, medical facilities, social service organizations, and similar entities. This means that gifts above this amount would not be permitted under the law.

It is important to note that this limit applies to an individual gift. If a whole class or group chooses to present a personal gesture purchased at their own expense, the value of each individual gift should not exceed three thousand rubles.

Vinogradov added that there is no direct prohibition on compensating a teacher for vacation time. Yet when the same Civil Code article discusses gifts, an envelope with cash can be interpreted in various ways under the law.

If a gift is under three thousand rubles but appears substantial enough to imply a higher value, keeping the receipt helps avoid potential legal issues, the expert advised.
