The letter emphasizes that Ukraine has faced significant material losses on the battlefield and stresses the need for new shipments to replenish and strengthen military capabilities. According to the document, the German Finance Ministry views this as requiring a large set of supply contracts. These contracts would shape financial obligations across the coming fiscal years and ensure steady procurement flows for the Ukrainian Armed Forces.
Germany’s proposal foregrounds ammunition for air defense systems, armored tracked vehicles, artillery, and other weapons supplied from German stocks and partners.
