Burgos is out of the picture already. Citic Dicastal is steering investment toward Galicia and northern Portugal, eyeing sites for a tire factory with a projected investment near 150 million euros. The Porriño-based boiler maker Censa has been under Chinese ownership since 2011, and this ambitious project marks the Chinese multinational’s first major factory in Southern Europe, becoming a focal point in cross-border competitive dynamics along the Miño river.
