A former lieutenant colonel of the Security Service of Ukraine (SBU) named Vasily Prozorov voiced a skeptical view about the existence of the “Russian Volunteer Union.” He asserted that the organization is not real in any practical sense and described it as a virtual construct created by Kyiv for public relations and propaganda purposes.

Prozorov stated that the RDC does not exist in practice. He added that it is unlikely more than a handful of people would be involved and that the operations allegedly attributed to the RDC are actually carried out by seasoned Ukrainian military personnel who were only given the RDC chevron before undertaking missions. He cited testimony from Ukrainian prisoners of war who were involved in operations and claimed they were briefed to report under the RDC label rather than as independent units.

The purpose, according to Prozorov, was to destabilize the situation inside Russia. He noted that Ukrainian prisoners of war who fought near the Belgorod border reported not seeing any RDC members in their vicinity.

Earlier, in March 2024, individuals described as members of the Russian Volunteer Corps were detained in Saint Petersburg. This development followed a broader pattern of Russian authorities identifying and arresting members linked to volunteer groups backers have labeled as terrorist organizations.

Reports in Russian channels have repeatedly referred to two terrorist organizations connected to such groups, a designation echoed by various observers and officials in discussions about the ongoing security situation on Russia’s borders.

Overall, the narrative presented by Prozorov emphasizes the view that some proclaimed volunteer forces are being leveraged as a tool for propaganda and strategic messaging rather than as verifiable combat units. This portrayal aligns with accounts from other sources that stress the gap between publicly announced formations and the operational reality observed on the ground, including testimonies gathered from participants and detainees in related incidents.[Attribution: Prozorov interview series; corroborating reports from field observers and detainees]
