In the suburbs of Artyom, within the Primorsky Territory, floodwaters captured a dramatic scene on video as severe weather unfolded. Footage shared on the PrimaMedia Telegram channel shows the impact of the weather on the region, with visuals taken from the window of an aircraft during its approach to Vladivostok’s Knevichi International Airport. The images reveal water stretching across miles, swallowing fields and lifting tree canopies above the surface.

The clip depicts almost the entire Artyom neighborhood submerged. From the air, the flooded landscape features waterlogged fields and treetops poking through the liquid cover, illustrating the depth and spread of the flooding that affected residences and agricultural areas alike.

Early on the morning of August 27, a power outage hit the coastal village of Mnogoudobnoe, leaving more than 200 residents without electricity. The Shkotovsky municipal district administration confirmed the outage, underscoring the broader disruption caused by the inclement weather and flood conditions in the region.

On August 25, authorities in the Primorsky Territory declared an Emergency regime. Regional Governor Oleg Kozhemyako announced the special mode as part of a coordinated effort to expedite assistance from federal agencies, ensuring that relief and recovery resources would reach affected communities more swiftly.

The flooding also disrupted local infrastructure, prompting schools to postpone the start of the new academic year. Heavy rainfall damaged homes, roads, and other social facilities, with several educational institutions requiring repairs or renewal to resume normal operation after the flood event.

Earlier communications indicated that Primorye officials outlined measures to support local entrepreneurs impacted by the floods. The focus has remained on stabilizing livelihoods, protecting essential services, and coordinating relief efforts for small businesses in the affected areas.
