Federation Council Explores Electronic Subpoenas and Unified Military Registry

During a Wednesday meeting, the Federation Council examined potential revisions to electronic subpoenas and the unified registry of individuals accountable for military service. The update was conveyed to socialbites.ca by Vyacheslav Timchenko, who chairs the federation council committee on regulations. He cautioned that no final decision has been reached.

“The Defense and Security Committee bears the responsibility for the ultimate decision. Today’s discussions opened the door to a possibility, but the final call rests with the Defense and Security Committee and its chairman within the Federation Council,” he stated.

Earlier, the State Duma approved amendments at the second and third readings to the military register and to the establishment of a single electronic registry for summons. The legislation passed despite some lawmakers raising concerns that there had not been sufficient time to review the 60-page package in detail.

Under the adopted changes, summons will be delivered both in written form and electronically. An electronic summons is considered served once it appears in the citizen’s personal account in the relevant information source or information system. Plans also include the creation of a unified register of individuals responsible for military service.

Additionally, lawmakers approved an amendment allowing conscription of citizens who are required to have a military record to proceed without a physical visit to the military registry or summons office. Information held on registered citizens will be used to facilitate this process.

The State Duma also approved an amendment that restricts driving privileges for those who have evaded the draft.
