The Federal Tax Service Considers Establishing a Civil Defense Agency
The Federal Tax Service (FTS) is evaluating the creation of its own civil defense agency. A related draft order has appeared on the portal for draft normative legal acts, signaling potential changes in how the tax body would safeguard its personnel and assets.
According to the draft, the civil defense unit of the Federal Tax Service would be responsible for protecting employees and the material resources under the tax authorities’ jurisdiction. Daniil Egorov, currently heading the tax service, is slated to lead the new organization, should the proposal move forward.
In addition to protective duties, the civil defense structure could form an “evacuation commission” and, in the event of an armed conflict, relocate taxpayers to designated safe zones. The measures would aim to ensure continuity of essential tax operations and the safety of staff during emergencies.
Separately, former Russian President Vladimir Putin directed the Commission of the State Council of the Russian Federation in the direction of Economy and Finance, along with the Ministry of Finance and the Federal Tax Service, to assess the performance of the single tax account (UNS) system. The evaluation is to be completed by April 15. The instruction also tasks the Federal Tax Service, with support from the All-Russian People’s Movement “For Russia” and its People’s Front, to gather feedback from taxpayers on the UNS system’s functioning and to identify practical solutions as quickly as possible.
The overall context reflects ongoing efforts to strengthen fiscal administration and ensure robust resilience of tax infrastructure amid broader security and governance considerations. While the civil defense proposal remains under review, the discussions underscore a focus on safeguarding the tax system, its personnel, and the public it serves.
