The development company behind a proposed building of 37 luxury apartments in Es Pujols, Formentera, initiated excavation work at the site in November 2022. The project, located on Fonoll Marí pedestrian street, involved the relocation of public water and electricity conduits and later changed ownership.
The venture is led by Blue Sea SL, which began collaborating with Ibizan businessman Toni Planells of the Pitiusa Prensa Group. By November 16, 2023, it appears that the latter was the sole partner in the investment entity known as All Iron Investments 2017a. The current president of Athletic Bilbao, Jon Uriarte Uranga, is listed as the legal representative in some records, prompting questions about governance and oversight.
The construction site, sited on the beachfront edge of Es Pujols and within the Ses Salines Natural Park, commenced in November 2022. However, a few weeks into work, safety concerns prompted authorities in Formentera to halt activities for precautionary reasons.
The project included a specialized excavation into the dune in order to create a future basement. This operation caused part of Fonoll Marí street to subside, compromising electrical and water lines and endangering a nearby structure. The developer was required to submit an emergency plan to the Consell to mitigate the risk and repair the damage caused to public infrastructure.
In March of the following year, Blue Sea Project SL announced a public sale and claimed it had acquired full ownership of the company through a private auction process, as reported by Expansión and Catalunya. The sale, however, was later invalidated due to procedural issues.
The promotional concept originally envisioned a building consisting of 37 luxury apartments, with a restaurant occupying the ground floor and a basement to be constructed beneath. The regulatory license, granted by the Council of Formentera, had an expiration date of February 20, 2023, casting doubt on the timeline and permitting for the project.
A brief pause followed, but construction activities resumed recently. Efforts were made to stabilize the dune and reintroduce sand to restore the protective geometry after earthworks the previous year. With heavy machinery taking a central role, large cranes were employed to lift and anchor vertical metal plates that interlock within the dune. These structural elements are designed to reinforce the excavation’s edges and prevent future sand collapse, thereby safeguarding the integrity of the project and nearby properties. This renewed phase aimed to reassure the community and stakeholders about the viability of the development, limiting concerns from a year earlier.
