Endesa, via its renewables subsidiary Enel Green Power Spain, has formally announced a provisional victory in a major cross-border energy tender. The bid consortium, led by Endesa and spanning Andorra, seeks to connect a total of 1,200 megawatts of renewable capacity, with 953 megawatts designated for the cross-border link and the remaining portion aimed at complementary renewable development. The decision came from the technical board of the Ministry for the Just Transition, which selected the interim winners in the competition.

The company underscored the approach highlighted in its bid, emphasizing an innovative strategy that combines solar and wind projects with energy storage and the development of green hydrogen initiatives. This hybrid approach is presented as a pathway to meaningfully decarbonize regional industries, aligning with broader regional energy and climate objectives.

The industrial program accompanying the bid is designed to deliver long-term local benefits, with a plan to create more than 3,500 construction jobs and around 300 permanent positions in the region once operations commence. Endesa has stated that the project will support steady, enduring employment in the local community as facilities come online.

Rafael González, Managing Director of Endesa Production, a unit of Enel Green Power Spain, expressed satisfaction with the provisional award. He noted the company’s ongoing commitment to reviving and transforming previously coal-dependent sites through hybrid systems that integrate wind, solar, storage, and green hydrogen technologies. This approach aims to maintain energy security while reducing emissions in the area.

A “real” future project

González described the project as one with genuine未来 prospects that create lasting value for the local economy, a hallmark of Endesa’s strategic approach wherever it develops its industrial footprint. The company also highlighted its experience in international competitive bidding as a strength, citing prior success in projects like the Pego site in Portugal as evidence of its capacity to deliver at scale.

For the realization of this plan, Endesa has allocated an investment exceeding 1.2 billion euros. The funds will support the construction of ten generation units—five solar parks and five wind farms—along with an integrated battery storage system designed to optimize renewable output and grid reliability. A key element of the plan is the installation of an electrolyzer to manage renewable surpluses for green hydrogen production, positioning the project within the growing hydrogen economy framework.

The proposal also foresees strong collaboration with local suppliers across the renewable value chain, ensuring that components and expertise are sourced regionally to strengthen economic resilience and create a broad network of participants in the energy transition. This collaborative approach is presented as essential for building a robust regional energy ecosystem.

Professional training and retraining

Education and social development feature prominently in the bid, with a comprehensive training program designed to prepare residents for roles in renewable energy and related sectors. The plan envisions retraining efforts aimed at equipping job seekers with skills for construction, operation, and maintenance of the new facilities, thereby opening pathways to sustainable employment in the region.

Beyond training, Endesa includes initiatives spanning both primary and tertiary sectors. The process involves active consultation with local associations and representatives to map a shared growth trajectory that also emphasizes environmental stewardship. Social initiatives extend to sustainable tourism, support for local trade, and programs that assist people with disabilities, underscoring a commitment to inclusive community development.
