The shift marks a notable rise from the previous year, with Singapore emerging as the most favored country for language study by more than 1,400 EF students. Traditional English-speaking hubs remain in demand as well. The United Kingdom attracts around 1,200 learners, while Malta draws about 600. Russian applicants continue to initiate and complete language courses in these countries with relative ease regarding entry requirements and visas, underscoring stable pathways to study abroad.

Australia and South Africa rank in the top five destinations, and EF notes a growing preference for these countries since 2022, with enrollments exceeding 800 learners. While program content across many states shows parallels, practical considerations often guide choices. Quick visa processing and flight convenience become decisive factors when Russian students choose where to study.

Experts pointed out that visa ease, flight options, and living costs influence the shift away from the United States. The cost of living in Singapore, Australia, the United Kingdom, and South Africa is cited as a decisive factor for many families and students when comparing options with the United States, according to Dmitry Fedorov, director of EF Education First’s international operations in Russia. The ease of travel and residency procedures often outweigh other considerations for this cohort.

Looking at longer-term study plans, more than half of the students prefer the United Kingdom, approximately 30 percent lean toward Australia or Ireland, with about 20 percent distributed between Singapore and Cape Town. The United States and Canada attract the smallest share of long-term learners in this period.
