Educational Spaces in and around Schools: Policy Intent and Implementation
When traditional classes are not in session, local residents may access school grounds for recreation and learning, provided safety is guaranteed without exception. The Kremlin announced that President Vladimir Putin directed the government to make this possible, signaling a shift toward more open use of educational spaces.
In a public release, the Kremlin outlined the president’s instructions following his visit to the Sirius training complex. A key point calls for adopting the Talent and Achievement Foundation’s proven practices to guide the construction and improvement of educational facilities. Building on this experience, the president is seeking proposals to refine construction standards, fire and sanitary codes, and the overall development and equipment of educational buildings, rooms, and surrounding territories.
Putin emphasized that the end goal is a comfortable educational environment. Such an environment would allow local residents to use school properties after hours for learning, entertainment, and recreation, while guaranteeing the safety and well being of students at all times. The emphasis remains on unconditional life and health protection for everyone on site.
The president also indicated that any necessary legislative changes would be considered to support these aims. This could include updates to existing laws or the creation of new rules to formalize the expanded use of educational spaces and to ensure consistent quality and safety across all facilities.
Earlier, Putin directed the allocation of funding to train educational counselors within schools, reinforcing the plan to strengthen support staff and guidance resources that contribute to a safer and more enriching school environment for both students and the local community.
These developments follow prior announcements about plans to introduce compulsory study courses in Russian schools, reflecting a broader strategy to align the education system with contemporary needs and expectations while expanding educational opportunities beyond traditional classroom settings.
