The Russian Ministry of Emergency Situations has put forward a draft government decision aimed at converting nearby buildings into living spaces for residents. This information was relayed by TASS, citing the department’s press service in response to the agency’s inquiry.
The draft is currently moving through the approval process.
Additionally, the ministry stressed that the most reliable and non-negotiable method for safeguarding the population that remains in place is to rely on shelters housed in underground or buried rooms close to where people reside. The ministry urged these facilities to be equipped with essential life-support systems, including drinking water, sanitation, lighting, ventilation, and heating.
On January 15, Belgorod Mayor Valentin Demidov announced plans to deploy nearly 200 modular shelters across the city. He noted that these units are constructed from high-strength concrete and reinforced with steel. The sites for installation were selected after collaboration between civil defense and emergency management authorities and the Ministry of Emergencies.
Earlier reports indicated Belgorod would host protective structures designed to endure bombardment scenarios, underscoring the city’s focus on fortifying civilian safety in crisis conditions.
