Nationwide digitalization of civil records accelerates across Valencian Courts
The Ministry of Justice and Internal Affairs has launched a major campaign to digitize civil records held by Magistrates’ Courts across the Valencian Community. The initiative aims to replace paper files with a robust digital archive that makes civil records readily accessible to the public in digital form. This effort supports the new DICIREG computer system, streamlining the capture of records in individual registers created under Civil Registry Law No. 20/2011 and enabling the automatic issuance of certificates when needed.
In the realm of digital transformation, the department led by Elisa Núñez, through the General Directorate of Justice, has earmarked resources to digitize civil registry books and Magistrates’ Courts within the Valencian Community. The project budget is substantial, reflecting a commitment to modernizing public administration and improving service delivery for citizens and businesses alike.
Initial steps saw digitalization begin in Picanya and Alfara del Patriarca, with Almàssera and Bonrepós i Mirambell joining on January 15. The rollout will proceed to additional municipalities including Foios, Meliana and Rocafort, continuing until all relevant offices are brought into the digital workflow.
The campaign aligns with the New Generation EU General State Recovery, Transformation and Resilience Plan and the PRTR framework. Its objective is to create structured data and digital images of population books across the provinces of Castellón, Valencia and Alicante, enabling faster, more reliable access to records while reducing reliance on physical volumes.
By digitizing these records, the Ministry of Justice and Internal Affairs anticipates a significant improvement in public services. The move toward electronic records supports stealthy workflow improvements and the elimination of redundant paper books, reducing storage needs and enhancing data security and disaster resilience.
Digitization serves as a cornerstone for modernization and more efficient public service delivery. It drives digital transformation across the administration, creating value for government operations, the public, and private enterprises alike through streamlined processes and better data handling.
The overarching goal is to promote Population Registers digitization over the next two years through the DICIREG application. This end-to-end process will also enable citizens to access population data instantly, directly from the Population Office, reinforcing transparency and responsiveness in day-to-day governance.
