COVID-19 Restrictions Relaxed for Shops and Catering: Decree Details

Rospotrebnadzor has eased several measures that previously applied to shops and catering establishments in response to the coronavirus. The announcement was published by the chief sanitary doctor, Anna Popova, on the official legal information portal, providing official confirmation of the policy shift and its legal basis. The document explains that certain pandemic-era sanitation protocols in retail and food-service settings will no longer be enforced with the same stringency as before, signaling a transition toward normalized operations while keeping core public health protections in place where necessary.

According to the decree, the requirement for advanced disinfection in catering facilities and retail environments has been withdrawn. In addition, the mandatory COVID-19 testing for residents of the Amur Region, Jewish Autonomous Region, Khabarovsk Territory, Primorsky Territory, and Trans-Baikal Territory, as well as the broader medical surveillance of citizens arriving from China, has been canceled. This marks a shift away from routine, widespread screening within these oblasts and regions, aligning with a broader recalibration of risk-based health measures and resource allocation as case numbers and epidemiological indicators evolve.

Furthermore, the regulation notes that laboratory coronavirus tests are no longer necessary for individuals from Europe who seek medical care for cold-like symptoms. This change reflects an updated approach to testing, prioritizing clinical assessment and pragmatic use of laboratory resources, while preserving essential diagnostic steps for suspected cases and high-risk groups. Earlier communications from regional authorities indicated that, as of late summer, certain COVID-19 restrictions tied to national health objectives would be reviewed or adjusted as situations changed, underscoring an ongoing shift from broad, blanket measures toward targeted, proportionate responses based on current public health data.
