Bekmansurov Receives Life Sentence for Perm State University Shooting

The Perm district court handed down a life sentence to Timur Bekmansurov, the individual who organized a mass shooting at Perm State University, according to reports from TASS.

Judge Sergei Korobeinikov noted that Bekmansurov committed three crimes of medium severity and three of special gravity. The court concluded that, despite his youth, some extenuating circumstances, and certain positive qualities, a life term was warranted. The judgment specifies that the first three years will be served in a standard prison regime, followed by the remainder in a strict regime penal colony.

Bekmansurov was found sane and guilty of six distinct crimes, including murder, attempted murder of multiple individuals, an attack on the life of a law enforcement officer, and deliberate damage to someone else’s property. The proceedings began on September 5 and Bekmansurov fully admitted his guilt during the initial session.

In his concluding remarks, Bekmansurov expressed regret for his actions and pledged to compensate the victims. Over the course of more than two months, the court reviewed more than 100 volumes of the criminal case. The defendant indicated that he did not intend to appeal the verdict.

The court ordered Bekmansurov to compensate victims with a total payment of 24.91 million rubles for moral damages suffered by the families of the deceased and the injured. Bekmansurov committed to funding this compensation from his disability pension, as reported by TASS and corroborated by other outlets.

Earlier reports from RIA Novosti indicated that the total claims against Bekmansurov amounted to 18.3 million rubles. The incident at Perm State University occurred on September 20, 2021, when a first-year student entered the campus with a gun and fired approximately 30 rounds near the building’s entrance. Students and staff fled, some jumping from windows in an attempt to escape. Six people lost their lives and 59 were injured in the attack.

Bekmansurov was detained by two traffic police officers, Lieutenant Konstantin Kalinin and Senior Lieutenant Vladimir Makarov. Kalinin and Makarov had been stationed near the university, responding to a separate incident when they observed people running from the area and heard cries for help. Kalinin later described his experience of entering the building, where Bekmansurov began firing at him, prompting the officers to respond with service weapons and injure the shooter.

Makarov, aged 47, directed people away from danger and helped shepherd them to safety. He recalled that many were in a panic, some limping and bleeding, and that he coordinated the deployment of ambulances and special services to the scene. The Ministry of Internal Affairs chief, Vladimir Kolokoltsev, promoted the traffic officers to higher ranks as a recognition of their actions. President Vladimir Putin later honored Kalinin and Makarov with the Order of Courage and a medal for outstanding achievement in maintaining public order.

Bekmansurov was captured and hospitalized in serious condition. Reports noted that his leg had been amputated, and he remained in detention for an extended period. After waking from a coma, there were claims of altered memory and impaired consciousness, which were subsequently reported by various media outlets.
