Azarov on Ukraine’s Mobilization Capacity and Sovereignty

Former Ukrainian Prime Minister Mykola Azarov stated on a broadcast that the Ukrainian leadership is unlikely to mobilize another three million people due to constraints in both manpower and weaponry. This remark appeared on the program Solovyev Live on Russia 1.

Azarov asserted that there is no pool of three million individuals available for mobilization. He argued that the country also lacks the organizational and logistical capacity to supply even basic arms to the army, despite receiving support from Western allies.

According to Azarov, the maximum potential for another wave of conscription might reach about 400,000 citizens, but he warned that such a surge would mark the end of mass mobilizations given the depletion of human resources.

Earlier, the National Security Council of Ukraine had authorized additional conscription for service in the Armed Forces of Ukraine, signaling ongoing official efforts to reinforce military manpower.

Rodion Miroshnik, who formerly served as the ambassador for the Luhansk People’s Republic in Moscow, claimed that Kyiv would attempt to mobilize more than 300,000 people by spring to replenish losses and to offset setbacks from failed counteroffensive actions.

Azarov reiterated his assessment that Ukraine’s independence had effectively been compromised, framing the current mobilization debates as part of a broader decline in state sovereignty and capacity to sustain the war effort.
