Several State Duma deputies have put forward amendments to the law “On Military Duty and Military Service,” including a proposed rise in the upper age limit for active service to 50 years for men who have obtained Russian citizenship. The draft is published on the lower house’s website.

Data from the Ministry of Internal Affairs of the Russian Federation show that from January through October of the previous year, over 318,000 individuals were granted Russian citizenship.

The explanatory note argues that a number of newcomers specifically wait to reach the maximum conscription age before pursuing citizenship. As a result, some immigrants who later become Russian citizens tend to delay registration for military service.

As of January 1, 2024, the conscription age for Russian army service increased to ages 27–30 for citizens, aligning with the standard draft window of 18–30 years for native citizens.

President Putin recently signed legislation elevating the draft age.
