A-15 Highway Expansion: Bids, Scope, and Environmental Commitments

The General Directorate of Highways, part of the Ministry of Transport, Mobility and Urban Agenda, handles tender notifications for major road projects. The A-15 highway segment intended to connect Madrid with Navarra drew a total of 16 bids. Bidders included both standalone construction firms and teams formed as temporary joint ventures, reflecting the participation of the country’s leading players. The project is valued at 116.5 million euros including taxes (96.32 million euros excluding VAT), with the General Directorate estimating the contract value at 100.17 million euros.

Specifically, the ministry issued a call for a 15-kilometer stretch of new highway. The plan is to extend the Duero Highway corridor between Fuensaúco and Villar del Campo in the province of Soria, reinforcing the link between Soria, Zaragoza and the northeastern Iberian Peninsula. The announcement, issued under the leadership of the current ministry, confirms that this new segment will join three others already under construction: Los Rábanos-Fuensaúco, Villar del Campo-Ágreda, and Ágreda east–Tarazona Link.

Who submitted bids on the works?

Official documents on the State Contracting Portal reveal a mix of solo bids and joint ventures. Independent bidders include Acciona, FCC, OHLA and Sacyr. In joint ventures, ASCH Infraestructuras y Servicios with CHM submitted a combined proposal; Azvi and Copasa formed another team; Collosa with Comsa; San José with Zarzuela; Copcisa with Becsa and Ortiz; Copisa with Construcciones Murias and Rubau; Cyopsa-Sisocia with Extraco; Dragados (ACS) with Acsa; Ferrovial with Construcciones y Obras Valbuena; Lantania with Aldesa and Construcciones Sarrion; Padecasa with Roads and Constructions (ACS); Bridges and Causeways with Torrescamara. These pairings illustrate a broad industry engagement across the sector for a high-profile regional lift.

In the evaluation of qualitative criteria, the top score went to Padescada – Roads and Constructions with a perfect 100 points, followed by Azvi – Copasa at 99.77 points, ASCH-CHM at 99.10 points and Sacyr at 97.85 points. For the economic proposal, the bids varied. The lowest price came from San José – Zarzuela at 81.77 million euros; Copisa – Murias Constructions – Rubau proposed 81.96 million euros; Cyopsa-Sisocia – Extraco submitted 82.12 million euros. Final selection awaits a formal award decision, which will determine the contractor that will execute the project in practice.

New section of the A-15 highway

The ministry’s announcement outlines a robust package for the new A-15 segment. The plan includes two diamond-shaped joints with significant load-bearing capacity at key points near Aldealpozo (9.1 km) and Villar del Campo (14.6 km). The construction will feature three viaducts, 17 underpasses and four overpasses designed to ensure safe and efficient travel across the corridor.

From an environmental standpoint, the project integrates multifunctional structures that accommodate wildlife movement. Two dedicated animal passages will maintain habitat permeability and connectivity. As a compensatory measure for the ricotí lark habitat in the area affected by the road, vegetation will be restored across multiple storage and temporary stock areas, regenerating the landscape after construction. In total, approximately 175,703 square meters of habitat will be rehabilitated to support local biodiversity and ecological balance.
