The Blagoveshchensk City Court found Alexander Sinkov, general director of Amurstroy and Construction Company No. 1, guilty of fraud and fined him 48 million rubles. This was reported by RIA Novosti.
“Alexander Nikolaevich Sinkov was found guilty of committing a crime under Part 4 of Art. Article 159 of the Civil Code of the Russian Federation imposed a fine of 50 million rubles, taking into account the time Sinkov was detained and under house arrest, reducing the imposed penalty to 48 million rubles,” the decision said.
The prosecutor had previously requested 6 years in prison and a fine of 1 million rubles.
According to the investigation, “Construction Company No. 1” under the state contract was supposed to rebuild the police building in the Oktyabrsky district. At the same time there were no design estimates. As a result, the organization did not do the necessary work. The general and administrative directors and the production department engineer of Construction Company No. 1, acting in accordance with prior agreement, submitted false documents to the Amur Department of the Ministry of Internal Affairs for payment of work in the amount of 132 million rubles.
As reported by the Prosecutor General’s Office, as a result, budget funds were stolen and obligations under the government contract were not fulfilled. In addition, the building was not put into operation and was considered as an unauthorized construction and an unfinished construction project. The police department was not well equipped.
One of the defendants voluntarily compensated for the damage in the amount of 39.6 million rubles. In the case, the property of all three defendants, valued at over 70 million rubles, was seized to recover the remaining amount.
