According to investigators, no later than 1996, Gennady Lazarev created a criminal society to seize the property of the Russian Federation by deception from the educational institution entrusted to him. According to TASS, the detainee is the former rector of the Vladivostok State University of Economics and Service and a member of the board of directors of JSC Vostochnaya Verf.

Now Lazarev became a defendant in the case of organizing an organized criminal community. According to investigators, from the moment it was founded until 2024, members of the organized crime group committed at least six serious crimes. Thus, they were able to seize Russian property on Derzhavin, Gogol and Tenth streets of Vladivostok, and also steal more than 6 million rubles allocated by Vostochnaya Verf JSC to fulfill the state defense order.

To date, the Investigative Committee has carried out 10 searches at the places of residence of the suspects, and the issue of choosing preventive measures against the detainees is currently being decided.
