State Duma deputies approved A bill that, in the first reading, excludes compulsory motor insurance from the list of mandatory documents for vehicle registration. Automobile expert Vladimir Sazhin speaks to the Public News Service named This initiative is good, but he warned that it would also lead to negative consequences.
“It will have a positive impact on drivers who do not intend to use the car in the near future or who do not intend to use it as a city car. “But you don’t need insurance either, it’s a waste of money,” Sazhin said, adding that insurance “makes no sense” in registering a car.
However, the expert believes that many cars without compulsory traffic insurance will appear on public roads due to the fact that many drivers do not act responsibly in this matter.
“Then it turned out that we were back in the nineties and two thousandths. “Then the analysis of traffic accidents will be done according to concepts, not traffic rules,” he warned.
According to Sazhin, in Russia, on the contrary, the requirements of the rules should be tightened and the penalties for driving without insurance should be increased. If a violation is detected, the operation of the vehicle must be limited. And in his opinion, traffic police should install traffic cameras to detect uninsured cars on the street.
“We need to merge RSA databases (Russian Association of Automobile Insurers – editor’s note) traffic police databases and these cameras will make a huge impact. The problem needs to be solved as a whole, not just cancel something and leave it uncontrolled,” the auto expert is convinced.
