The Russian Ministry of Transport has developed a draft order that increases the maximum flight time permitted between 80 and 90 hours per month for pilots and flight officials. This was reported “News”.
The document sets new boundaries: unlike the previous 80 hours per month and 800 hours a year, 90 hours in 30 days, 270 hours per quarter and 900 hours a year. It is planned to enter into force of the order on September 1, 2025.
This proposal led to a sharp dispute of the Russian Flight Composition Association (PLS). PLS Vice President Oleg Pikhodko said that an increase in load would lead to excessive fatigue of the crew and increase the risks of flight safety, especially on short roads. According to him, an increase in norms up to 90 hours is currently used only in exceptional cases, with the consent of employees and union. PP PLS Miroslav Boychuk emphasized that the Draft Order of the Ministry of Transport has eliminated the need for consent and actually constitutes an increasing norm as a general rule.
