According to law enforcement officials, in order to obtain the approval of his superiors and create the appearance of effective use of budget funds and work, Zolotov ordered his subordinates to prepare letters to the Ministry of Finance of the Yaroslavl Region to consider the issue of increasing funds for the implementation of the task of providing living space for orphans. In reality, 150 orphans did not receive housing.
