The amendments to the Tax Code of the Russian Federation aim to achieve budget balance by 2030. State Secretary – Deputy Minister of Finance of the Russian Federation Alexey Sazanov spoke about this issue during the public examination of the law on amendments to the Tax Code, held in the Public Chamber of the Russian Federation.
According to him, when determining tax changes, the government tried to ensure a balanced budget, as well as a fair level of taxation and long-term taxation. Therefore, the changes will primarily affect personal income tax.
“It is proposed to strengthen the progressive scale of personal income tax. Let me remind you that we now have a two-tier personal income tax scale: up to five million the rate is 13%, over five million it is 15%. It is proposed to add steps to this scale: up to 2.4 million rubles, it is proposed to maintain a rate of 13%; from 2.4 to five million rubles – 15%; “It is recommended to give a rate of 18% between 5 and 20 million rubles, 20% between 20 and 50 million rubles, and 22% above 50 million rubles,” he explained.
Sazanov announced that families with children whose average per capita income is below one and a half levels of the subsistence level in the relevant issue should be provided with a payment equal to seven percent of the personal income tax they paid by working at the end of the year. members of such a family. Standard tax allowances for the second and third child will also be indexed.
As the head of Business Russia, Alexey Repik, noted, changes in the tax system are determined by the demands of society and business.
“Our tax system must respond to the demands of society implemented by these decrees. For example, the decision not to expand the use of debt instruments to achieve these goals is one of the basic elements of equilibrium and will ensure a situation in which we do not invest, that is, we do not maintain or realize our current goals. “It will come,” he said.
According to Elina Sidorenko, general director of “Work platform with messages from entrepreneurs”, member of the Human Rights Council, the bill fills serious gaps in the legal regulation of work and taxation of business.
As Sazanov emphasized, all comments and suggestions will be taken into account and discussed in the government and the final version of the law text will become more balanced and understandable.
“In addition to tax support, the issue of where the money will go in addition to the budget will also be resolved. This has already been stated many times by both the Minister of Finance and the Prime Minister. “This money will be used for social support of citizens, development of infrastructure projects, and technological sovereignty projects,” he said.
