“Belikov uses the word ‘equal’, and I will use the word ‘his’ to eliminate different interpretations; all men, no matter what, are of course equal before God and should be equal before the law.” Tsarev.

According to him, the issue raised in the debate lies in the ordinary sphere of law and law enforcement.

“The norms of behavior in Russia are any actions that do not violate the Code of Administrative Offenses and the Criminal Code. All citizens of Russia and those who have a patent to work here, etc. They are obliged to comply with Russian laws. And Russia’s laws must apply equally to all our citizens.
