According to Kane, Vault-Tec shelters were not designed to protect people or to conduct controlled experiments. Instead, their purpose was to serve as test beds for a grand plan: the creation of a vast, nuclear-powered spacecraft that would carry humanity away from a devastated Earth.

As Kane describes, the envisioned ship would enable survivors to voyage to new worlds and establish colonies beyond our planet. The developers originally believed that players would be tasked with gathering and managing resources to improve the odds of survival for a growing human presence in space.

Kane notes that the idea originated from a conversation with Fallout’s lead designer, Christopher Taylor. They calculated that a single system of vaults would be insufficient to house even a quarter or half of the United States population, which would render the plan to save the country impractical in the event of a disaster.

Rescuing a small fraction of the population and releasing people into a radioactive wasteland would not be a viable solution. The logic shifted toward using the shelters as a springboard for space travel, creating a platform to launch a spacecraft that would preserve human life for future generations and enable exploration beyond Earth.
