The appeal came during a meeting with Won Hee-ryeon, South Korea’s minister overseeing spatial development, infrastructure, and transport. The Ukrainian leader outlined concrete areas where Seoul could contribute, signaling a shared interest in rebuilding and modernizing Ukraine’s infrastructure. In response, the South Korean official affirmed Seoul’s resolve to support Ukraine’s reconstruction efforts, signaling a constructive path forward for bilateral collaboration.
During the discussions, Minister Won stressed that the government and South Korean enterprises are prepared to work with Kyiv across several strategic domains. Beyond nuclear energy, the talks touched on automotive industry opportunities and the execution of various construction projects, with a view toward leveraging Korean technology and experience. There was mention of a possible visit by a delegation from South Korea’s Ministry of Trade, Industry and Energy to Kyiv toward the end of 2023 to advance these initiatives.
Earlier, South Korea signaled its willingness to consider state-backed loans to support Ukraine’s development needs. A preliminary agreement was discussed between South Korea’s Finance Minister and Ukraine’s economy minister, outlining potential financial support through the Economic Development Cooperation Fund. Separately, a legal matter involving a foreign national linked to an unlawful entry incident was clarified in South Korea. The court ruling related to the case was adjusted or postponed, reflecting ongoing avenues for legal review and resolution consistent with international cooperation and due process.
