The accusation centers on Part 2 of Article 238 of the Criminal Code of the Russian Federation, which concerns providing services that fail to meet established safety requirements. The authorities contend that Serebryansky was responsible for ensuring that medical services met required safety standards, and that deficiencies in those protections formed the basis of the charges.
According to investigators, Serebryansky left Russia in 2021, which led to his inclusion on an international wanted list. On February 10, 2024, the former head of the medical center was detained after arriving from the Republic of Turkey.
