Russia is poised to start supplying its domestic Superjet and MS-21 aircraft to neighboring markets ahead of 2025, according to official statements tracked at major defense events. The disclosure came from Denis Manturov, head of Russia’s Ministry of Industry and Trade, during coverage of the IDEX defense showcase in Abu Dhabi, with reporting attributed to TASS. The plan envisions export deliveries to nearby nations while ensuring strong support for Russia’s domestic fleet first.

Officials indicate that shipments to external partners could be pushed back to 2027 or 2028, allowing extra time to align production, certification, and logistical readiness with international customers. The strategy reflects a priority on domestic capacity and market penetration inside the country before fulfilling broader international orders.

Manturov stressed that, in line with presidential and government directives, the civil aviation program is organized around a consolidated domestic order base. He noted that there is a finite window to strengthen the domestic market and, in parallel, to begin extending the reach of Russian aircraft to neighboring states through planned purchases by local buyers and state-linked operators. The remarks align with ongoing government commitments to expand production capacities while pursuing export opportunities for the Superjet and MS-21 platforms.

Earlier statements reported on behalf of President Vladimir Putin outlined formal agreements for production in the defense sector, including 86 helicopters valued at 44.5 billion rubles between 2023 and 2025, and aircraft valued at 274.9 billion rubles between 2024 and 2026. These deals are framed around the needs and priorities of domestic enterprises while offering a pathway to broader regional utilization of Russian civil and military aviation assets, as documented by official briefings and state media sources.
