RBC reports that YouTube warned some creators that videos detailing methods to bypass blocks were placed on Roskomnadzor’s approved list of prohibited information, and the platform urged removal or risked blocking the content.
A Roskomnadzor representative confirmed to journalists that the agency had sent requests to remove materials promoting the use of VPNs and other programs designed to bypass the blocking.
The regulator noted that YouTube had not yet complied with removal orders for more than 300 such materials, underscoring ongoing enforcement pressure on content that helps users evade access controls.
On March 1, 2023, amendments to a government decree came into force, empowering Roskomnadzor to block resources containing information about bypassing access restrictions to prohibited content.
Starting from November 30, a ban on disseminating scientific, technical and statistical information about VPN services will take effect, with an exception for data necessary to ensure secure remote access. The order remains in force until September 1, 2029.
