Domestic Messaging Hub for Russian Government Unveiled

Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko gave a clear directive to federal departments to adopt a unified communication system based on a standard automated workplace for officers, known as AWS GS, developed by VKontakte LLC. The instruction was issued through the government press service and emphasizes a coordinated shift across agencies.

He stressed the urgency of the move, stating that all federal executive bodies still in the transition phase must complete their rollout by April 2023 at the latest. Regional digital transformation leaders should also step up their efforts to collaborate with ARM GS, ensuring a smooth and timely implementation at every level of government, from federal to regional offices.

Chernyshenko highlighted that the current geopolitical context makes it essential for internal departments to switch to Russian messaging platforms. He noted that more than 250 thousand public workers already use the AWS GS, reflecting strong uptake and indicating a growing cultural shift toward domestically developed tools in government operations.

The AWS GS service operates within a web browser and offers a full suite of features, including electronic mail, calendar management, and cloud storage, along with support for voice and video communications. This integrated approach aims to streamline everyday administrative workflows and improve collaboration among government employees, contractors, and regional authorities.

On March 1, Roskomnadzor announced a policy change restricting the use of foreign messaging applications by Russian companies providing services. The updated rule reinforces the preference for domestic digital infrastructure in public-facing operations and underscores the government’s push toward sovereign technology solutions.
