Apple complied with the order issued by the Federal Antimonopoly Service of the Russian Federation in a case involving alleged abuse of its dominant position in the app market after processing a complaint tied to Kaspersky Lab. The FAS Russia confirmed the development on its official Telegram channel, signaling a formal alignment with regulatory expectations.
According to the agency, Apple accepted a supplemental amendment to the Developer License Agreement. The amendment does not address an exception to eligibility for Russian developers. The changes took effect on October 21, 2022, and were positioned as a refinement of how developers interact with the platform while preserving the core terms of the license.
Since the release of iOS 12, Apple’s mobile operating system has included the Screen Time API, designed to gather data about how people spend time on their iPhone devices. Shortly after, Apple began restricting access to the App Store for apps that fully leverage this API. One notable example was Kaspersky Safe Kids, a parental control tool, which fell under the scope of these restrictions as part of a broader push to promote Apple’s Screen Time feature.
The regulator reviewed the API’s capabilities and concluded that developers could, in theory, recreate previously limited technical abilities using the same interface. As a result, parental control apps could potentially offer a broader set of features that might compete with Apple’s built‑in Screen Time solution on iOS, depending on how developers implement the API within their apps.
Earlier reporting noted that Apple had experimented with reverse wireless charging, a capability temporarily paused in 2019, and then revisited in subsequent years as part of ongoing hardware and software integration discussions. These developments illustrate the ongoing interplay between regulatory oversight, platform policy, and ongoing innovation across major technology ecosystems. The dynamic raises questions about how platform owners balance security, privacy, developer opportunity, and consumer choice in a rapidly evolving market.
