He also pointed out that AI usage in the economic and social spheres has grown by about one and a half times in recent years.

However, he stressed that artificial intelligence cannot replace healthcare workers or teachers. Instead, AI can serve as a faithful and effective assistant, for example helping to diagnose diseases at early stages. The use of automation and intelligent systems is expected to reduce low skilled labor over time, while leaving room for more complex tasks that require skilled professionals. This shift is anticipated to bring higher wages and improved living standards for many people.

The question at hand, he asked, is how to make the country more productive while keeping people happy. This is presented as a central challenge of AI development. The president also addressed concerns about potential risks associated with rapid technological progress. A thoughtful debate is taking place globally about where to set boundaries for AI and how humans will relate to machines. Some voices even call for a temporary pause, but the leader argued that bans are ineffective and unsustainable. Development cannot be stopped, and trying to ban it would simply push progress elsewhere.

The government intends to push forward with AI advancement in the country. The president outlined several measures designed to accelerate growth while maintaining safeguards:

  • The country should become one of the most favorable places in the world for AI work. To achieve this, changes to the law will reduce bureaucracy and enable experiments in digital innovation under practical regulatory regimes. These steps are aimed at creating a more efficient environment for AI research and deployment.
  • Personal data protection remains a priority. The same legal updates will introduce accountability for any harm to health or property that arises from testing breakthrough technologies, ensuring a responsible approach to experimentation.
  • All levels of government, libraries, and archives will assist in training machine systems in an open and rapid manner. The president asked for guidance on how to regulate this collaboration while maintaining safeguards.
  • Education in the country should provide access to high power computing resources developed domestically. Students and researchers involved in AI should have access to necessary equipment and benefits, with a clear emphasis on expanding the capacity of Russian supercomputers.
  • Leading universities will expand AI training programs with more budget places. The emphasis is on growing the pipeline of qualified experts who can sustain innovation and practical applications across industries.
