Iceta noted that young people have a full year to use the 400 euro grant. They can apply it toward already registered cultural products, and the cultural landscape will continue to evolve, so there is no need to rush enrollment. He also encouraged private partners and cultural organizations to participate, aiming to reach a broad base of around 500 thousand young people born in 2004 who can add value to the program with their offers. He suggested flexible terms, including examples like a four-month subscription paired with a two-month extension.

Joan Francesc Marco, the new managing director of the National Institute of Performing Arts and Music (Inaem), explained that youngsters will gain access to 50% off complementary subscriptions and tickets. A 10% additional discount is available when they subscribe, bringing savings up to 60% in some cases.

How to Claim the 400 Euro Youth Culture Bonus

Details for eligibility and enrollment will be communicated through official channels. The program also grants exclusive access to dress rehearsals or additional discounts on vinyl purchases for eligible users.

María José Gálvez, Managing Director of Books and Reading Promotion, indicated that a drawing will award 100 checks valued at 20 euros each to selected participants. Cultural entities and organizations that want to participate should begin preparations and register their services within the stated timelines.

In line with the plan, registration is open to service providers who wish to join the program and will run through the specified dates. The government emphasized that those born in 2005 will be able to register in the following year and will have a full year to use the grant once registered.

The overarching idea is to maintain the program into future budgets, with extensions depending on governmental approvals. Officials warned there might be changes if new budgets are not approved, but the core concept remains in place for ongoing cultural support.

Key Elements of the Youth Culture Bonus

– The grant will be available in both virtual and physical formats and will be activated separately via a mobile app that helps young people manage their purchases.

– Subsidies will cover live arts, cultural heritage, and audiovisual arts including performing arts, live music, cinema, museums, libraries, exhibitions, and related subscriptions up to a maximum of 200 euros per beneficiary.

– The program also supports physical cultural goods such as books, magazines, newspapers, and multimedia items like video games, sheet music, discs, CDs, DVDs, or Blu-ray up to 100 euros per beneficiary.

– Each beneficiary may allocate up to 100 euros for digital or online consumption, including subscriptions and rentals on music, reading, or audiovisual platforms, audiobooks, e-books, and online magazines and podcasts.

– Some online platform subscriptions funded by coupons may have a four-month limit, with flexibility for rights holders to extend terms as needed.

– Purchases of stationery, digital or physical textbooks, computers and electronics, software, hardware, and other artistic materials are included, along with instruments and cultural events, fashion, and gastronomy contests.

– Products classified as explicit adult material are excluded from coverage.

– If the value of eligible activities exceeds the coupon, beneficiaries may pay the difference using any accepted payment method through the member organization.

– Physical purchases of cultural products will be collected in person and cannot be mailed to homes or delivery points.
