Although the union’s proposal stops short of naming specific rates, it recommends calculating fees based on the size of the airspace that is closed and the duration of the closure. Analysts speaking to the broadcast noted that such charges could foster discipline among drone operators while smoothing the path for industry growth.

The Federal Air Transport Agency has said that discussions about charging for industrial drone flights occur periodically. Most industry observers, however, warn that charging in the early stages could hamper growth in the unmanned sector.

Historically in Russia, efforts to regulate drone activity have involved developing systems to better control and manage drone operations and their impact on airspace use.
